New Bill marks a major step toward ending animal testing.
A new bill introduced by U.S. Congressman Jared Moskowitz (D-FL) aims to modernize safety and efficacy testing by prioritizing non-animal methods over outdated and painful animal tests.
The Replace Animal Tests (Replace) Act, H.R. 6660 which is co-sponsored by Reps Janice Schakowsky (D-IL) and Shri Thanedar (D-MI) would require entities regulated by federal agencies to use scientifically valid, humane alternatives whenever they are available.
We have identified 10 areas of regulatory animal use that continue routinely in the U.S. – across agencies including the FDA, USDA, and EPA – despite the availability of valid non-animal replacements. These include the rabbit pyrogen test, skin and eye irritation tests, skin sensitization tests, animal use for antibody production, several batch safety tests, and even testing required for botulinum toxin (Botox). These outdated tests are long overdue for replacement.
While federal laws direct agencies such as the EPA, and FDA, to reduce and replace animal tests, there is currently no U.S. law requiring that available non-animal methods be used. By contrast, the UK and European Union have for decades required the use of scientifically satisfactory non-animal methods where available, and four U.S. states – California, New York, New Jersey, and Virginia – have enacted similar mandates in specific contexts.
The Replace Act would close this critical federal gap. Specifically, the bill:
- Mandates the use of approved non-animal methods, making it unlawful to submit animal test data to a U.S. regulatory agency when a valid non-animal method or testing strategy exists.
- Improves transparency and clarity by requiring federal agencies to publish clear guidance on accepted non-animal methods and to eliminate corresponding animal test requirements.
- Measures progress by directing agencies to publish biennial reports detailing the use of non-animal methods and the number, type, and purpose of animals used in agency-related testing.
We welcome the Replace Act as a bold and necessary step toward ending animal testing once and for all.

The Replace Animal Tests Act of 2025 finally closes that gap by giving agencies clear guidance and ensuring they stop relying on painful tests when better methods exist. No animal should have to suffer simply because our regulations haven’t caught up with the science.”
