Why the Humane Cosmetics Act Matters

Over the past decade, we have worked alongside industry leaders, consumers, regulators, and lawmakers across the United States and around the world to advance policies that end animal testing for cosmetics. Through these efforts, we have seen remarkable progress and growing agreement that animal testing for cosmetics is unnecessary and outdated.

Ending cosmetic animal testing is an issue that transcends political and generational divides. A 2019 SurveyUSA poll commissioned by Cruelty Free International found that 79% of Americans support a federal law prohibiting animal testing for cosmetics. Support was strong across the political spectrum, with 83% of Democrats, 72% of Republicans, and 80% of Independents favoring such a law. Opposition to cosmetic animal testing was also widespread across age groups.

Consumers have made their views clear through their purchasing choices. Millions of people worldwide actively seek out cruelty-free products, helping drive demand for ethical innovation. In response, thousands of cosmetics companies have committed to becoming Cruelty Free International Approved, widely recognized as the global gold standard for cruelty-free cosmetics.

Momentum is growing around the world. More than 40 countries, including neighboring Canada and Mexico as well as 12 U.S. states, have enacted laws restricting the sale of newly animal-tested cosmetics. Federal action would build on this progress and establish a consistent national standard.

The United States has an opportunity to join the global movement toward cruelty-free cosmetics. That’s why we’re urging Congress to pass the Humane Cosmetics Act and help create a Cruelty-Free U.S.
